What is a DSSP?

DSSP stands for Development Site Servicing Plan. It is a specific term used by the City of Calgary to describe a civil engineering drawing package required as part of the Development Permit (DP) process. Other municipalities may use different name, but the purpose is the same. A DSSP typically includes the following components:

 

  • Deep service design – how water, sanitary and storm services connect from the site to the City’s main lines

  • Site stormwater management - how rainwater flows across the site, where it get stored, how it’s treated, and how it’s discharged

  • Site grading design – proposed site elevations compared to existing ground elevations

  • Calculations and modelling as required depending on the project size and complexity

 

How is a DSSP submitted and why early civil engineering involvement matters?

A DSSP is formally submitted to the City’s Water Resources team after DP is approved. It is typically a condition of DP release and requires a separate submission from the DP. Once submitted, City review of a DSSP generally takes 4-8 weeks.

Although the formal DSSP submission occurs after DP approval, engaging a civil engineer early in the DP design stage is highly beneficial. Early collaboration between the civil engineer, architect and owner helps identify conflicts early, minimize design re-work, and improve overall project efficiency.

Does my project require a DSSP?

The requirement for a DSSP is identified in the DTR (Detailed Team Review) letter and/or the DP review letter issued by the City. For early planning purpose, a DSSP is typically required for:

 

  • New multi-family residential developments with 3 or more units

  • New commercial and industrial developments

  • Redevelopment projects where major change are made to site drainage characteristics and/or new or modified site services are required.
